Краткое изложение: [Purpose/significance] The research on annual report system is a new topic in the construction of the library industry under the current legal environment. It is of great significance for carrying out standardization work, promoting the openness of library affairs, improving the management system, and recording the statistical data of "cultural planning".[Method/process] By the method of literature research, network research and so on, this paper investigated and analyzed the columns, publication forms, delivery time and content of the selected 23 city libraries' annual reports.[Result/conclusion] The survey found that the annual report of Chinese city library restricts the further development of library from many aspects, including the compilation, design, design, supervision and achievement transformation.In the preparation of the annual report, the city library must adhere to the principles of mandatory, time-limited, authentic, open, comprehensive, innovative, easy to understand/legible. At the same time, attention should be paid to design and promotion. Besides, long-term supervision mechanism should be established, and the results of the annual report should be emphasized.
