Innovation of the Government Chief Data Officer System in China: Discussion on the Logic, Development and Improvement Space of Big Data Bureau Model postprint

Abstract: [Purpose/significance]The organizational structure of government data governance is a key factor which affects the effectiveness of government digital governance and the benefits of data development and utilization. By the comparative analysis of the government's chief data officer system and China's big data bureau model, it can provide useful reference and guidance for promoting the reform of China's government data management agency.[Method/process] Through extensive text analysis and comparative analysis, this paper systematically sorted out the connotation and institutional positioning of foreign government chief data officer system and big data bureau model, focusing on the operating characteristics comparison, such as power operation structure, cross-department communication, team work and diversified operation mechanism on the business of government data.[Result/conclusion] Then, it points out the inherent logical relationship between big data bureau model and government data governance in China. It also summarizes the practice and innovation of China's big data bureau model, including centralization of responsibilities and authorities, intensification of power operation, clustering of work networks and resource operation. Based on comparative analysis, it concludes that big data bureau should learn from the experience of the chief data officer system, needing further improvement in the areas of responsibilities, power structure and data-driven government construction.
