Краткое изложение: [Purpose/significance] To observe the current public cultural service policy environment in China through the view of policy measurement, optimize the design of public cultural service policies, enrich the theoretical research and research methods of public cultural services,offer corpus for study cross policy,theory and practice. [Method/process] This paper collected public cultural service policy texts and then extracted the subject of policies to build a policy category framework with a combination of automatic extraction and manual specification. [Result/conclusion] Analyzing the regional, diachronic and institutional characteristics of public cultural policies. Identifying the regional policy focus and differences, presenting evolutionary rules and developmental attributes by describing the contents of the eight primary category groups and the associations of 24 primary categories in the policy category framework. With the content theme as the analysis unit, the interaction between public cultural service policy formulation, theoretical research and institutional practice can be investigated.
