Краткое изложение: [Purpose/significance] The paper discusses the government decision-making information demand from the angle of the information user theory and then puts forward the new strategy for think tanks’ operating mechanism. [Method/process] Employing the method of literature research, the paper analyzed the inner drive , the characteristics，the structure and types of the government decision-making information demand, and then put forward the countermeasures and suggestions of think tanks’ operating mechanism. [Result/conclusion] The paper makes suggestions for the construction of a new think tank mechanism in terms of information resources, the quality monitoring system, the communication mechanism based on the general flow of the analysis about government decision-making information demands, which aims at providing a new prospective and theoretical basis for the new think tank construction
